VIETNAM COATED STEEL'S MILLS SEEK TO INVESTIGATE ANTI-DUMPING OF IMPORTED GALVANIZED STEEL FROM CHINA AND KOREA

Within 45 days from the date of confirming the valid dossier, the investigating agency will evaluate the dossier to submit to the Minister of the Ministry of Industry and Trade for consideration of conducting an investigation or not conducting an investigation into the case.
On April 19, the Trade Remedies Authority of Vietnam (Ministry of Industry and Trade) received dossiers from companies representing the domestic manufacturing industry, requesting an investigation into the application of anti-dumping measures on galvanized steel products from China and South Korea.
On May 3, the investigating agency confirmed that the dossier was complete and valid according to the regulations of trade remedies laws.
Within the 45-day period from the date of confirming the valid dossier, the investigating agency will evaluate the dossier to submit to the Minister of the Ministry of Industry and Trade for consideration of conducting an investigation or not conducting an investigation into the case.
The content of the dossier evaluation includes identifying the legal representative capacity of the domestic manufacturing industry of organizations, individuals submitting dossiers according to the provisions of the Law on Foreign Trade Management.
In addition, the investigating agency identifies evidence of dumping of imported goods causing or threatening to cause significant damage to the domestic manufacturing industry or significantly impeding the formation of the domestic manufacturing industry.
To serve the evaluation work, as well as to ensure the legitimate rights and interests of enterprises, the investigating agency proposes domestic enterprises producing/trading similar goods mentioned above to provide information such as design capacity, domestic steel production output for the period from 2019 to 2023, opinions of companies on the case, etc.
Previously, Vietnam imposed anti-dumping duties on galvanized steel products imported from China and South Korea in 2017 with the highest tax rate of 38.34%. Case code ER01.AD02. After 5 years of implementing anti-dumping measures, the Ministry of Industry and Trade decided to terminate this order.
At the 2023 Steel Industry Summarization Meeting organized by the Vietnam Steel Association earlier this year, Mr. Vu Van Thanh, General Director of Hoa Sen Group, said that since Vietnam ceased AD02, the amount of galvanized steel imported from China into Vietnam has increased significantly.
"Businesses are facing extremely difficult competition. From the perspective of the galvanized steel manufacturing industry, we hope that the Trade Remedies Authority will expedite the progress of case AD02," Mr. Thanh said.
