US Steelmakers Seek Anti-Dumping Duties on CORE Steel Imports

A group of US-based steel mills, including Steel Dynamics, Nucor Corporation, and US Steel, have filed a petition with the US Department of Commerce (DOC) to initiate an anti-dumping investigation on imports of corrosion-resistant (CORE) flat rolled steel from ten countries, including Australia, Brazil, Canada, Mexico, Netherlands, South Africa, Taiwan, Turkey, United Arab Emirates, and Vietnam.

The petitioners allege that imports of CORE steel from these countries are being sold in the US market at prices below their fair market value, a practice known as dumping. They claim that this dumping has caused material injury to the US domestic industry and threatens to cause further harm if not addressed.

In addition to the anti-dumping investigation, the petitioners are also seeking a countervailing duty investigation on CORE steel imports from Brazil, Canada, Mexico, and Vietnam. They allege that these countries are providing subsidies to their steel producers, which gives them an unfair advantage in the US market.

The petitioners argue that increased capacity investments in the countries under investigation have raised concerns about future increases in exports to the US. For example, Turkish steelmaker Tat Metal Çelik has recently announced plans to double its galvanized steel production capacity.

The products covered by the petition fall under various Harmonized System (HS) codes, including 7210.30.0030, 7210.30.0060, 7210.41.0000, 7210.49.0030, 7210.49.0040, 7210.49.0045, 7210.49.0091, 7210.49.0095, 7210.61.0000, 7210.69.0000, 7210.70.6030, 7210.70.6060, 7210.70.6090, 7210.90.6000, 7210.90.9000, 7212.20.0000, 7212.30.1030, 7212.30.1090, 7212.30.3000, 7212.30.5000, 7212.40.1000, 7212.40.5000, 7212.50.0000, 7212.60.0000, 7225.91.0000, 7225.92.0000, 7226.99.0110, and 7226.99.0130.

If the DOC finds that the imports of CORE steel from these countries are being dumped or subsidized, it may impose anti-dumping or countervailing duties on these products. The investigation is expected to take several months to complete.
