EU Changes HDG and CRC Quotas to Target Imports

The European Commission suggested changing steel import quotas starting April 1. This will affect cold-rolled coils (CRC) and hot-dip galvanized steel (HDG) by limiting how much each supplier can use from other countries’ quotas, ranging from 13-25%, depending on the product type.
For CRC, the limit is 13%, affecting main suppliers like Vietnam, Taiwan, Japan, and Turkey. The new total quota for other countries’ CRC will be 334,369 tons from April to June, leaving 43,467 tons for each supplier. This change is similar to last year’s limit on hot-rolled steel quotas.
For HDG, the import limit is higher. The cap is 20% for HDG 4B (used in cars) from other countries, with Turkey, Vietnam, and Japan named as key suppliers. For HDG 4A, the cap is 25%, affecting Turkey, Vietnam, and Taiwan.
This means each country under the “other countries” category can supply 118,012 tons per quarter for HDG 4A, with a total quota of 472,049 tons for the next quarter. For HDG 4B, the quota for other countries is 104,770 tons, leaving 20,955 tons per country.
Unused amounts from previous quarters won’t carry over starting July 1 for CRC and HDG 4A, but for HDG 4B, this rule will still apply.
In 2024, imports from Vietnam, Turkey, Taiwan, and Japan reached 2.15 million tons of HDG into the EU, including 4A and 4B types. In just the last quarter of 2024, Vietnam sent 321,405 tons of HDG to the EU, which was over 56% of the total quota for other countries for 4A and 4B combined. From April, Vietnam’s total for 4A and 4B will be just under 140,000 tons.
Turkey’s market players had mixed reactions. Some expect Vietnam’s lower volume might help Turkey’s HDG sellers, but Turkey also faces the same quota limits and anti-dumping taxes. Vietnam has taken a big share of the quota, and these changes might let more steel come into the EU from other suppliers.
