South Africa Issues Preliminary Anti-Dumping Ruling on Chinese Flat-Rolled Steel Products

On February 13, 2025, South Africa's International Trade Administration Commission (ITAC), representing the Southern African Customs Union (SACU) comprising South Africa, Botswana, Namibia, Lesotho, and Swaziland, issued a notice. The notice outlined a preliminary affirmative anti-dumping ruling on certain flat-rolled iron, other non-alloy steel, or alloy steel products imported from China, Japan, and Taiwan, China.

Preliminary Affirmative Ruling:
ITAC has made a preliminary determination of dumping.

No Immediate Duties:
However, the preliminary decision does not impose temporary anti-dumping measures on the products in question from these countries and regions.

Product Scope:
The products involved are flat-rolled products of iron, other non-alloy steel, or alloy steel, with a width of 600 mm or more, in coils or not, not further worked than hot-rolled: including pickled and oiled steel, hot-rolled, not clad, plated, or coated (excluding stainless steel and grain-oriented silicon electrical steel).
This relates to products under the South African tariff codes 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208.37, 7208.38, 7208.39, 7208.51, 7208.52, 7225.30, and 7225.40.

SACU Representation:
It is important to understand that the ITAC is acting on behalf of the whole SACU, therefore the rulings effects all of the member nations.
Essentially, South Africa, through ITAC, has indicated that there is evidence of dumping, but has not yet imposed any duty's. This indicates that the investigation is still ongoing.
