Taiwan Starts Anti-Dumping Investigation on Flat Steel from China

On March 11, Taiwan’s Finance Ministry began an anti-dumping investigation into hot-rolled flat steel products imported from China.
The investigation started after two Taiwan-based companies, China Steel and Zhonglong Steel, asked for temporary and permanent anti-dumping taxes on some hot-rolled flat steel products made in China. The investigation covers all products shipped from China, whether they were made there or not.
The products being checked include a long list of items like carbon steel, alloy steel, and special steel, ranging from thin hot-rolled coils (HRC) to large plate sizes for different uses. These products have HS codes 7208, 7211, 7225, and 7226. The investigation includes all known steel producers and exporters, plus any other unnamed producers, exporters, or importers connected to these goods.
The investigation team used data from mid-2023 to mid-2024 to show a big increase in Chinese flat steel imports into Taiwan, which hurt local industries. Since China is seen as a non-market economy, they used India as a comparison and calculated a dumping margin of 23.59% from July 2013 to June 2014.
China’s flat steel export market reacted with softer prices on Tuesday after this news. However, China’s steel industry has been struggling for months, even with efforts to boost it in 2024. It also faced a negative reaction to the latest challenge—the U.S. import tax announcement. Many countries are looking into dumping or have already added anti-dumping taxes or other protective measures on China’s flat steel products. Vietnam set temporary anti-dumping taxes of 19.38-27.83% on some Chinese hot-rolled steel in late February. Turkey added dumping taxes in October 2024, and India is expected to take some steps soon.
China exported about 111 million tons of steel products in 2024.
