US Steelmakers Demand Retroactive Duties on Corrosion-Resistant Steel Imports

US steel producers are accusing South African and UAE exporters of corrosion-resistant steel (CORE) of attempting to circumvent ongoing anti-dumping investigations. They are urging the Department of Commerce to apply retroactive duties on these imports.

Allegations and Demands:

Nucor, Steel Dynamics (SDI), US Steel, Wheeling-Nippon Steel, and the United Steelworkers (USW) union allege that CORE suppliers from South Africa and the UAE have surged product shipments into the US, according to a letter dated February 18th.
The petitioners are requesting the Department of Commerce to rule that "critical circumstances" requirements have been met. This would allow the US government to issue a retroactive suspension of liquidation and require cash deposits for products from these two countries before preliminary or final anti-dumping duties are determined.

Import Volumes:

Among the 10 countries under investigation, the UAE and South Africa collectively exported 218,139 tons of the investigated products to the US in 2024.
These two nations rank as the sixth and seventh largest exporters by volume within the group.
The second-largest exporter by volume under investigation is Brazil, which shipped 227,773 tons of CORE products to the US.
